Job Description

Financial Management System:
Assist the Executive Director in developing (updating) comprehensive Financial Management policies and procedures. This should include, but not limited to Financial Management policy, Accounting handbook, Petty Cash Procedures, Inventory Management, and development of applicable forms/formats for entire financial management operation. Develop and implement fully automated, internationally recognized accounting software;
Provide adequate training to all staff on policies, procedures, forms and formats, including comprehensive orientation on the work flow process and stress the need for accountability;
Develop and update the finance diary that covers all the required activities on a daily/weekly/monthly basis and ensure that the diary is strictly adhered to;
Provide MIS report to the management of AREP;
Ensure that all compliance requirements warranted under funders agreements are fully adhered to; and
Ensure that all applicable laws in terms of taxation, labor laws, and other compliance regulations are fully adhered to.
Budgeting:
Develop comprehensive AREP annual budget, both operational and activity based.
Ensure periodic monitoring of the budget and requisite revisions (whenever applicable).
Brief the Executive Director on that budgetary gaps (if any), spending pattern and any other issue related to budget and/or operations.
Financial Records and Transactions:
Ensure that all financial transactions are fully supported and are all captured in the financial system on a daily basis to include payrolls, procurements, invoices and special projects;
Ensure daily backup of all financial records, including provision of off-site storage of the backups;
Carry out sensibility and control checking before and after posting provincial offices transactions into the organizations system. The post holder is expected of travelling to review financial records maintained in the provincial office in compliance with AREP policies and procedures; and
Follow up AREP transactions and make sure that all are processed in the provincial offices systems accurately and on a timely basis.
Financial Reporting:
Responsible for timely, accurate and efficient financial reporting (both electronic and manual) to the donor; and
Responsible for ensuring that reconciliation of balance sheet/control accounts and receivable/payable accounts are carried out on monthly basis and ensuring that year-end accounting procedures are audit-proof, met consistently and that any discrepancies are reported to the AREP management.
Internal Controls:
Ensure safe custody of cash and other valuables in the office and coordinate weekly and monthly cash counts, including spot counts;
Ensure that systems are put in place to assure document security for a complete audit trail from the accounts records to supporting documentation and vice versa;
Ensure the effective and efficient use of all resources in order to keep costs low and ensure the security of staff; and
Assign a budget analyst to review all transactions and report on any inconsistencies in the data input.
Staff management:
Directly lead, manage and mentor staff in the Finance unit and ensure that they have clear job descriptions, performance objectives and evaluation plans. Assess and identify gaps on the capacity of finance staff and propose training and capacity building as required.
Audit Function:
Support and strengthen finance management and administration across the organization and ensure appropriate audit functions are carried out with an annual report for BoD review; and
Support in ensuring that audit recommendations are implemented.
Staff Payroll Management:
Control and maintain confidentiality of salaries and other information;
Manage and update the payroll data base with new recruits, terminations and changes to salaries and benefits including providing employee number and designation in to the system; and
Ensure proper accounting of advances, personal expenses of employees etc.
Process the salary batches and procurement invoices on a timely basis and immediately upload them to the AREP accounting system.
Other Responsibilities:
Carry out the responsibilities of the role in a way which reflects AREPs commitment to beneficiaries in accordance with the AREPs Policy; and
Any other duties as may be assigned by the Executive Director

Bachelor?s in financial Management, Business Administration/Economics, Certificate in CPA/ACCA or a degree in Accounting.

Education:
 Bachelor?s degree is required in Financial Management, Business Administration and Economics; and
 Certificate in CPA or ACCA and/or a degree in Accounting.
Experience, Knowledge, Skills and Abilities
 At least five years experiences with NGOs & INGOs in financial management, especially in complex budget setting, monitoring and financial accounting and audit by internationally recognized firms. Previous experience with USAID funded projects will be an added value;
 Proven audit experience and financial reporting;
 Knowledge of Afghanistan tax law and other rules and regulations pertaining to non-for profit and non-governmental organizations;
 Proven skills on managing changes, achieving results, ensuring quality, team building and capacity building;
 Experiences in staff payroll management and managing transactions;
 Ability and willingness to work under pressure as part of a professional team;
 English proficiency, computer ability word processing spreadsheets and accounting software (QuickBooks); and
 Ability to draft, in Pashto and Dari, all outgoing letters and reports to the relevant ministries and offices of the Government of the Islamic Republic of Afghanistan.
